Assistance Program (EHAP)
Renters and Homeowners at or Below 50% AMI Applicants with a household income at or below 50% of the Area Median Income (AMI) will be eligible to receive up to nine (9) months of rent or mortgage assistance as well as assistance with current of SAWS, CPS, and internet bills. Cash assistance is no longer available, but you will be connected to a benefits navigator to aid you in enrolling in long term benefits. You are not eligible for assistance if you have received assistance from the state or entity for the same months you are requesting assistance from the City. Renters and Homeowners Between 51%-80% AMI Applicants with a household income between 51%-80% of the Area Median Income (AMI) will be eligible to receive up to six (6) months of rent or mortgage assistance as well as assistance with current of SAWS, CPS, and internet bills. Cash assistance is no longer available, but you will be connected to a benefits navigator to aid you in enrolling in long term benefits. You are not eligible for assistance if you have received assistance from the state or entity for the same months you are requesting assistance from the City.

Low income families and individuals are provided with the support they need to move toward better jobs and financial self-sufficiency. Through combined federal (Community Services Block Grant), utility (CPS Energy and SAWS), and general fund dollars, the Department of Human Services’ Family Assistance Division provides help to families in San Antonio and Bexar County that are seeking to meet basic needs. Services include utility assistance and financial counseling. Eligible residents may also qualify for free Volunteer Income Tax Assistance (VITA) preparation and tuition assistance/intensive case management for those aiming for better employment.

Project WARM (Winter Assistance Relief Mobilization) provides temporary assistance to residential customers who are experiencing tough financial times.
Administered by the City of San Antonio (210-207-7830) and the Bexar County Housing and Human Services Department (210-335-6770), Project WARM also provides utility assistance to CPS customers. The program is funded by royalty interests from natural gas reserves donated by the Wagner & Brown Partnership of Midland, Texas. Recipients can only receive aid once a year from either REAP Inc. or Project WARM.
To qualify, you must:
Be experiencing a financial hardship and have an income at or below 125% of federal poverty guidelines.
Have small or school-age children.
Be elderly, handicapped or require critical care equipment.
Be a resident of San Antonio or Bexar County.
Be able to present proof of income, hardship and number of family members.

Affordability Discount Program
SAWS offers four levels of affordability discounts for residential customers who meet the income eligibility requirements. Qualifying customers can receive the discount by completing an Uplift program application. Program qualifications include being a SAWS customer and meeting the federal income assistance guidelines. Eligibility is based on household family size and Income at or below 125% of federal income guidelines.
